According to the Memorandum of OSCSC Ltd. following main objectives have been framed for the pursuit of the corporation. The corporation seeks to engage either on its own or as the agent of govt. of Orissa or any firm, company, corporation or institution to promote, develop, counsel & finance production, purchase, storage, processing, transport, distribution & sale of essential commodities like food grains and sugar. It also provides assistance, advice & services for capital and credit means, resources, technical as well as managerial services.

Thus the corporation in a nutshell, strives to ensure the welfare of the consumers of the state, through a wide network of public distribution system. It aspires to provide better quality food grains to the consumers using scientific standard of testing & storing. In some of its recent initiatives, the corporation also endeavors to safeguard the interest of the farmers by providing minimum support price for their surplus produce through paddy procurement at their door step.
